Allows money to be spent for fiscal years 1995 through 1998 to run the programs in sections 12337 and 12338. Each year, up to 10% of the money may be used for the activity in section 12315, and at least 90% must go to the programs in 12337 and 12338. From that 90%, each State gets a share based on its population under age 21, using the most recent data the Commissioner has. No State gets less than $300,000, and Guam, the Virgin Islands, the Trust Territory of the Pacific Islands, American Samoa, and the Northern Mariana Islands each get at least $75,000. The Commissioner must set aside 1% each year for Indian tribes and tribal organizations that submit acceptable plans. A State may spend no more than 10% of certain grants for State-level administration. Grants can pay up to 80% of costs for making and checking State plans, building coordinated support services, and running or expanding local family support and resource programs.
