Title 42 › CHAPTER 129 — NATIONAL AND COMMUNITY SERVICE › SUBCHAPTER I — NATIONAL AND COMMUNITY SERVICE STATE GRANT PROGRAM › Part II — Higher Education Innovative Programs for Community Service › § 12561
Provides grants and contracts to colleges and college partnerships so they can start or grow community service and service-learning programs that help nearby communities. The federal agency works with the Secretary of Education to pay up to 50 percent of a program’s cost. Grants can fund student-led projects, links between service and classwork (including clinical work), training for teachers and community leaders, faculty development so service-learning is used across programs like nursing or criminal justice, support for Federal Work-Study service activities, and stronger service offices on campus. Students, faculty, staff, or local residents can take part. Participants who serve in approved national service positions can earn the national service educational award. To get money, a college or partnership must apply and promise to follow rules that protect local workers from being replaced and follow notice and grievance procedures. The nonfederal share must come from cash or in-kind support, including state, local, private, or donated resources, though the agency head can waive the matching rule if local funds are scarce. The agency gives special consideration to schools that mostly serve low-income or minority students (examples include Hispanic-serving, historically black, tribal, Native Hawaiian, Alaska Native, Asian American & Pacific Islander-serving, predominantly black, and community colleges serving mainly minority students). To be eligible, a school must meet Federal Work-Study community service rules or have a waiver. Definition: student = someone enrolled full- or part-time.
