Creates a National Service Reserve Corps to train and send people who finished a term of national service or are veterans to help in disasters and emergencies. National Service Reserve Corps member: a person who finished a term of national service or is a veteran, finished required training within the past 2 years, does at least 10 hours of volunteer work each year (training can count), and told the Corporation they want to help. Term of national service: a period of service under section 12573. The Corporation, working with FEMA, must set up the Corps, run or arrange annual FEMA‑consistent training, and pick experienced nonprofit groups to work with. The Corporation can use grants or contracts or deploy members directly. It must make and keep databases of members and designated nonprofits. If the President declares a major disaster under the Robert T. Stafford Act (42 U.S.C. 5122), FEMA’s head may ask the Corps to help. For other incidents, the Corporation may deploy the Corps on its own. Deployments may be up to 30 days. The Corporation can arrange travel, and give money to host organizations for housing, stipends, and insurance. Funds used under 12681(a)(4)(D) must be kept in a separate fund; unused amounts can pay members’ out‑of‑pocket allowances. The Corporation and partners must inform new service completers and recent veterans about the Corps, avoid duplicating FEMA tasks, and coordinate with local disaster groups.
