The Secretary must set up a 5-year program to speed getting advanced manufacturing technologies used by businesses so manufacturing is more energy efficient and productive. The program must push private companies to adopt technologies that improve productivity, quality, and process control, help economic growth and competitiveness, and include enough real-world demonstrations to show the technologies work and make economic sense. Within 180 days after October 24, 1992, the Secretary must work with industry, colleges, Department of Energy national labs, and technical societies and send a 5-year plan to Congress, then update and resend that plan every two years. Within 1 year after October 24, 1992, the Secretary must ask for project proposals. Proposals may come from one or more parties and must explain how they will speed use of the technologies to save energy in buildings, industry, or transportation; say whether DOE lab help was considered and how much; describe other partners; and show the proposers can finish the work. Money may be provided as needed from amounts authorized under section 13451(e) of this title, including funds for DOE lab participation.
