The Secretary must first give equal grants of $500,000 each (adjusted for inflation when required by the Consumer Price Index) to every Center that existed in the previous fiscal year and that meets the program rules. This only happens if Congress provides the money. If the total needed for those base grants is more than the amount Congress appropriated, each Center’s grant is cut down proportionally. For years after every Center has received at least $500,000, the Secretary must raise the grants by the latest CPI percentage if that percentage went up. After those base grants are made and each Center has gotten at least $500,000, and if funds remain available, the Secretary must fund training grants to help pay for training tied to unmet needs of people with developmental disabilities and their families. The Secretary may also give extra grants to additional Centers or extra awards to reach states or populations that are unserved or underserved because of population size, many rural or urban areas, or a high concentration of underserved people.
