Authorizes $16,000,000 for fiscal year 2001 and whatever sums are needed for fiscal years 2002 through 2007 to carry out the listed projects. Each year the money is to be used to give grants or make contracts and agreements under section 15082, except that up to 1% of the yearly amount may pay administrative costs (not federal employee pay) for the Administration on Developmental Disabilities to run and monitor these programs and to give technical help. The Secretary must spend at least as much on technical assistance for part B or part D recipients in a “covered year” as was spent the year before. “Covered year” means for part B a year when section 15029(a) is under $76,000,000, and for part D a year before section 15066(a)(1) reaches $20,000,000. Part D references do not include section 15063(c)(4). The Secretary must also reserve $100,000 each year for section 15063(c)(4). If the yearly appropriation is $10,000,000 or more, no more than 50% may be used for activities under section 15081(2)(A).
