Defines key words used in this part of the law. It explains what each special term means so people know how the rules apply. "Congressional ethics committees" means the Senate Select Committee on Ethics and the House Committee on Ethics. "Dependent child" means a son or daughter (including stepchildren) who is unmarried and under 21 and living with the filer, or who qualifies as a dependent under tax law. "Designated agency ethics official" means the person in an agency who runs the ethics rules. "Executive branch" means most federal agencies and units that carry out laws, not the Government Accountability Office. "Gift" means money or anything valuable given without equal pay, but does not include inheritances, suitable event mementos, certain government-provided travel or lodging and entertainment, non-overnight food and drinks, office communications like subscriptions, or consumable products from home-State businesses meant for office use. "Honoraria" refers to honorariums as defined elsewhere. "Income" means all money received from any source, like pay, business earnings, property gains, interest, rent, royalties, dividends, pensions, and trust or estate income. "Judicial Conference" means the Judicial Conference of the United States. "Judicial employee" means a non-judge who works in the judicial branch or certain courts and who can act on cases or who is paid at a high pay level. "Judicial officer" means the Chief Justice, Supreme Court Justices, and judges of federal courts, including appeals, district (and territorial) courts and several specialized courts. "Legislative branch" includes offices such as the Architect of the Capitol, Botanic Gardens, Congressional Budget Office, Government Accountability Office, Government Publishing Office, Library of Congress, U.S. Capitol Police, Office of Technology Assessment, and other legislative agencies. "Member of Congress" means a Senator, Representative, Delegate, or the Resident Commissioner from Puerto Rico. "Officer or employee of Congress" means non-members paid through congressional payroll who meet certain pay-or-position rules, including high-pay jobs lasting at least 60 days, similar GAO tests, or a designated principal assistant for members without such staff. "Personal hospitality of any individual" means nonbusiness hosting by a private person at their home or family property. "Reimbursement" means payment for travel expenses received by the filer, except for payments from the U.S., D.C., or state or local governments, or payments that must be reported under specific reporting laws. "Relative" means family members and close relations, including in-laws, step- and half-relations, and the filer’s fiance or fiancee. "Secretary concerned" has the meaning in title 10 and also refers to the Secretaries of Commerce (for NOAA), Health and Human Services (for the Public Health Service), and State (for the Foreign Service). "Supervising ethics office" names who oversees ethics: the Senate committee for Senators and some legislative filers, the House committee for House members and some legislative filers, the Judicial Conference for judges and judicial staff, and the Office of Government Ethics for executive branch employees. "Value" means a good-faith dollar estimate when the exact amount is not known.
