A federal agency that gives a loan or grant must tell the Special Counsel if it believes a state or local officer broke section 1502. The Special Counsel must investigate and send findings and any charges to the Merit Systems Protection Board. The Board must set a hearing and send, by registered or certified mail, a notice to the officer and the employing agency that summarizes the allegation and gives the hearing’s time and place.
