The Board can order a federal agency to stop sending loans or grants to a State or local agency when it finds either that an officer the Board said should be removed was not removed within 30 days, or that an officer who was removed was rehired within 18 months in the same State in an agency that does not get federal loans or grants. The Board must send the order to the agency by registered or certified mail. After the order is final, the federal agency must withhold the money as ordered. A decision or order becomes final 30 days after the notice is mailed, unless section 1508 says otherwise. The Board cannot require withholding from funds pledged as security for bonds or notes if doing so would jeopardize payment of principal or interest.
