OPM must give United States Employment Service offices information about opportunities to take competitive exams. Agencies must quickly tell OPM and those Employment Service offices about every vacant competitive or Senior Executive Service job they want outside applicants for, and they must say the period when applications will be accepted. OPM may allow the Department of Defense to use flexible outreach, including curated prospect sourcing, so long as all hiring remains publicly accessible and merit-based.
