Title 5 › Part III— EMPLOYEES › Subpart E— Attendance and Leave › Chapter 63— LEAVE › Subchapter IV— VOLUNTARY LEAVE BANK PROGRAM › § 6366
An employee can get donated annual leave for a medical emergency if they apply and first give some of their own annual leave to the agency’s leave bank in the same leave year they apply. The donation must be made before they submit the application. The minimum donation depends on service time: less than 3 years gives 4 hours; 3 to less than 15 years gives 6 hours; 15 years or more gives 8 hours. The agency’s Leave Bank Board, after talking with the Office of Personnel Management, can lower the minimum when there is extra leave or raise it the next year when leave is short. Donations count only if given to the same leave bank and employees may give more voluntarily up to the limit in section 6365(b).
