Employees have the right to join, form, or help a union or to choose not to. They must be able to do this freely and without fear of punishment, and they are protected when they exercise this right, unless this chapter says otherwise. That right includes serving as a union representative and speaking for the union to agency leaders, Congress, or other officials, and negotiating about jobs and working conditions through representatives the employees pick under this chapter.
