An agency may suspend an employee for up to 14 days under OPM rules to help the service run better. That can include rude behavior to the public when a supervisor documents four such incidents in any one-year period or any other repeated pattern of discourtesy. Before the suspension, the employee must get written reasons, time to answer and give evidence, the right to a representative, and a prompt written decision. The agency must keep and provide the notices, the employee’s response or a summary, the decision, the order, and supporting records to the employee or the Merit Systems Protection Board if requested.
