The Office of Personnel Management must keep studying how the employee benefits rules are run. It must do surveys and reports about the available health plans and how they perform. Contracts with health carriers must require them to give OPM the reports it needs and let OPM and the Government Accountability Office inspect carrier records. Federal agencies must keep records, make needed certifications, and give OPM information and reports. OPM, working with the Department of Health and Human Services, must build a system so carriers can identify annuitants or others covered who are entitled to benefits under Part A or B of Title XVIII of the Social Security Act. This is to make sure coordination-of-benefits payments with Medicare do not exceed the legal maximums doctors may charge Medicare enrollees.
