Last updated Apr 5, 2026|Official source

Summary

The President must run scientific, technical, and economic studies on ores and other mineral materials that are in the United States or in reliable sources, that are important for national defense, industry, and civilians, and that exist in U.S. sources in too small amounts or low quality. These studies must look for new sources, find substitutes, or save and secure supplies. They may include exploring public lands and, with the owner’s OK, private lands to map deposits, check quality, test mining and processing methods, and estimate production costs. The President must also study whether farm products can be used to make any material listed as strategic and critical under section 98b(a). He must study other strategic materials not already covered and ways to change stockpiled materials into forms better for use or storage. The President must promote conservation by funding research or contracts to develop substitutes or more efficient ways to make or use these materials.
