The Commodity Credit Corporation must issue payment-in-kind certificates to people other than cotton producers from April 11, 1964 through July 31, 1966. The Secretary of Agriculture will set the rules. These payments are to make up cost differences so U.S. upland cotton is not more expensive for domestic users than for foreign users, and to make raw cotton held on April 11, 1964 available at consistent prices. Beginning August 1 of the marketing year for the first crop for which price support is made available under section 1444(b) of this title and ending July 31, 1966, payments must keep the domestic price at or below the export price. The Secretary may extend time to fulfill obligations from payments made through July 31, 1966, or may pay for raw cotton in inventory on July 31, 1966 at the rate in effect that day. No payments may be made for 1966 crop cotton.
