Harsh Penalties for Remaining Illegally

The proclamation states that illegal aliens who choose to remain will face consequences including removal, prosecution, incarceration, fines, garnishment of wages, and confiscation of savings and personal property, including homes and vehicles. It also requires a nationwide communications campaign to notify illegal aliens of the exit bonus and these consequences.

Rapid Enforcement Increase: +20,000 Officers

The proclamation directs the Secretary of Homeland Security to supplement enforcement and removal operations by deputizing and contracting with state and local law enforcement, former Federal officers, other federal personnel, and other individuals to increase DHS's enforcement and removal force by no less than 20,000 officers. This increase must occur no later than 60 days after the date of the proclamation.

Federal-Funded Exit Bonus and Flights

The proclamation directs the Secretary of State and the Secretary of Homeland Security to provide a financial "exit bonus" for each illegal alien who voluntarily and permanently departs the United States, and states that any flights provided under these processes shall be funded by the Federal Government. It also directs creation of processes (including use of a "CBP Home" application and a concierge service) to enable illegal aliens to rapidly depart even if they lack valid travel documents.

Nationwide Notification Campaign

The proclamation directs a nationwide communications campaign to notify illegal aliens about the availability of cost-free travel, the exit bonus, and the consequences for remaining, as described in section 3(a).
