Create National Center at West LA VA

The Secretary of Veterans Affairs must designate the West Los Angeles VA campus as the National Center for Warrior Independence where homeless veterans in the Los Angeles area and around the Nation can seek care, benefits, and services. The order directs establishing facilities and resources at that campus to help veterans regain self-sufficiency.

House Up to 6,000 Veterans by 2028

The Secretary must present an action plan within 120 days to restore capacity to house up to 6,000 homeless veterans at the National Center for Warrior Independence by January 1, 2028. The plan is to be submitted to the President through the Assistant to the President for Domestic Policy.

HUD Voucher Support for Homeless Veterans

The Secretary of Housing and Urban Development shall, in consultation with the VA Secretary, use vouchers to support homeless veterans in the Los Angeles metropolitan area and around the Nation with respect to this effort. The order directs HUD involvement in voucher support for these veterans.

Redirect Funds Toward the New Center

In coordination with HHS, HUD, and other agencies, the VA Secretary shall ensure that funds that may have been spent on housing or other services for illegal aliens are redirected to construct, establish, and maintain the National Center for Warrior Independence. This redirection is an explicit instruction in the order.

Plan to Reduce VHA Appointment Wait Times

The VA Secretary must submit a report within 60 days with a plan to reduce Veterans Health Administration appointment wait times, exploring expanded office hours, weekend appointments, and increased use of virtual healthcare options. The plan is to be sent to the President through the Assistant to the President for Domestic Policy.

Expand Manchester VA to Full-Service Center

The Secretary is directed to start a feasibility study at the Manchester VA Medical Center within 30 days and to submit an action plan within 180 days to expand services so New Hampshire is no longer the only contiguous State without a full-service VA medical center. The study and plan must be delivered to the President through the Assistant to the President for Domestic Policy.

Strategy to Use Military Treatment Facilities

In consultation with Defense and OMB, the VA Secretary must develop a strategy to improve delivery and quality of VA healthcare, initially prioritizing actions to reduce access times and including options to offer treatment to veterans at select military treatment facilities and military beneficiaries at VA facilities with appropriate reimbursement.

Recover Rehire/Back-Pay Savings for Veterans' Care

The VA Secretary shall investigate and take steps to rectify the previous administration's decision to rehire and reinstate back pay for employees previously fired for misconduct and direct such savings back toward care, benefits, and services for veterans, in accordance with applicable laws.
