FAA to Enable BVLOS Flights

The FAA must publish a proposed rule to allow routine Beyond Visual Line of Sight (BVLOS) drone operations for commercial and public safety uses within 30 days of June 6, 2025, and a final rule within 240 days. The FAA will also set performance and safety metrics within 30 days and identify regulatory barriers with recommendations within 180 days.

AI to Speed Waiver Reviews

Within 120 days of June 6, 2025, the FAA must deploy artificial intelligence tools to assist and speed reviews of UAS waiver applications under 14 CFR part 107, including identifying similar precedents, recommending mitigations, and highlighting categories that may need rulemaking.

eVTOL Integration Pilot Program

DOT/FAA must establish an eVTOL Integration Pilot Program (eIPP): issue a public request for proposals within 90 days of June 6, 2025, accept proposals within 90 days of that request, select at least five pilot projects within 180 days of the request that plan to begin operations within 90 days after any agreement, and conclude the eIPP three years after the first pilot becomes operational. Selected pilots must include private sector partners and use eVTOL technologies developed or offered by a United States-based entity.

Federal Preference for U.S.-Made Drones

All federal agencies are directed to prioritize integration of unmanned aircraft systems manufactured in the United States over those made abroad to the maximum extent permitted by law. Additionally, within 30 days of June 6, 2025, the Federal Acquisition Security Council must publish a Covered Foreign Entity List identifying companies that pose supply chain risks.

Export Promotion and Finance Support

Within 90 days of June 6, 2025, the Secretary of Commerce, with other agencies, will review and as appropriate amend export controls to expedite exports of U.S.-manufactured civil UAS to eligible foreign partners. Commerce will prioritize UAS in export promotion, and agencies including the Export-Import Bank, U.S. International Development Finance Corporation, and Trade and Development Agency are directed to prioritize loans, guarantees, equity investments, political risk insurance, technical assistance, and market access facilitation to support U.S. civil UAS exports to the maximum extent permitted by law.

Defense Priority for Blue UAS List Drones

The Secretary of Defense must expand the Defense Innovation Unit's (DIU) Blue UAS List within 90 days of June 6, 2025 to include all drones and critical components compliant with section 848 of the FY 2020 NDAA where practicable, update the list monthly, ensure listed platforms can operate on military installations, and prioritize procurement of compliant U.S.-made drones to the maximum extent practicable.
