Removals From Schedule G Not Covered

The order amends Civil Service Rule VI (5 CFR 6.4) so that, except as required by statute, the Civil Service Rules and Regulations do not apply to removals from positions listed in Schedule G. If you hold a Schedule G position, removals from that position generally will not be subject to the Civil Service Rules and Regulations.

New Schedule G for Noncareer Policy Jobs

The President issued an order on July 17, 2025 creating a new Schedule G in the excepted service. Noncareer federal positions of a policy‑making or policy‑advocating character that are normally expected to change after a Presidential transition will be listed in Schedule G.

Veterans Affairs Appointment Instructions

For appointments to Schedule G positions, the Secretary of Veterans Affairs must consider whether candidates would be suitable exponents of the President's policies and must not take into account candidates' political affiliation or political activity. These directions are set out in section 5(b) of the order.
