Specific federal units excluded from Chapter 71
This order adds certain federal units to the list excluded from Chapter 71 (the Federal labor‑management relations program). The additions include Bureau of Reclamation units that operate hydropower facilities; the International Trade Administration and the Patent and Trademark Office (Office of the Commissioner for Patents) in the Department of Commerce; NOAA’s National Environmental Satellite, Data, and Information Service and National Weather Service; the National Aeronautics and Space Administration (NASA); and the United States Agency for Global Media. The order states that Chapter 71 cannot be applied to these agencies and subdivisions in a manner consistent with national security requirements (order dated August 28, 2025).
15‑day extension for DoD and VA exclusion orders
The order extends the time window for orders issued by the Secretaries of Defense and Veterans Affairs under section 4 of Executive Order 14251. Any such order will have full force and effect if it is issued within 15 days of this order (i.e., issued by September 12, 2025), notwithstanding section 4(b)(ii) of Executive Order 14251. The order is dated August 28, 2025.
