Analyzed Economic Effects

3 provisions identified: 1 benefits, 2 costs, 0 mixed.

Landowners may face easement or eminent domain

If you own land where the pipeline runs, Northern may contact you to negotiate an easement to construct, operate, and maintain the proposed facilities, but you are not required to sign. If the Commission approves the project and you and the company do not reach an easement agreement, the pipeline company could initiate condemnation (eminent domain) proceedings in court and compensation would be determined by a judge according to state law.

Project uses hundreds of acres; some kept permanently

The Ventura-to-Farmington (V2F) project would use a 50- to 100-foot construction right-of-way totaling about 421 acres and would maintain about 92 acres permanently. The Northern Lights 2027 (NL27) project would use a 60- to 100-foot construction right-of-way totaling about 567 acres (about 63 acres overlap with existing facilities) and would maintain about 162 acres permanently; remaining acreage would be restored and could revert to former uses.

Tribes and historic properties to be consulted

FERC is initiating consultation under Section 106 of the National Historic Preservation Act with State Historic Preservation Offices, interested Indian tribes, and other parties to solicit views on potential effects to historic properties; the environmental document will summarize findings and the status of those consultations.
