Start Paid Driving Right After Skills Test

If you are a commercial learner's permit (CLP) holder who has passed the CDL skills test and are hired by Covenant Logistics, the requested exemption would let you operate a commercial motor vehicle and transport freight immediately while your State processes your CDL paperwork. Covenant Logistics says this lets CLP holders begin on-the-job training and earn industry-standard income; the company hires about 1,200 new drivers each year and estimates about 2,000 drivers annually would operate under the exemption.

Licensed Driver No Longer Required Front Seat

The exemption would let CLP holders drive without a fully licensed CDL holder seated next to them in the front passenger seat; Covenant Logistics says a CDL driver would still remain in the commercial motor vehicle but not necessarily in the front seat. Covenant Logistics asserts that the exemption will achieve a level of safety equal to or greater than current rules.

Company Seeks Five-Year Exemption Renewal

Covenant Logistics has asked FMCSA for a 5-year renewal of its exemption from 49 CFR 383.25(a)(1); the current exemption is scheduled to expire July 30, 2026. If renewed for five years, Covenant says the renewal would ensure continuity of operations under the currently granted exemption.
