HTS Updated to Match WCO Rules
The Commission is proposing changes to the U.S. Harmonized Tariff Schedule (HTS) so it matches World Customs Organization amendments that are scheduled to enter into force on January 1, 2028. The Commission posted its proposed recommendations on April 17, 2026 and is inviting public and agency comments by May 18, 2026; a final report is expected to be transmitted to the President in December 2026.
