Extra Duties Slapped on Cheap Chinese Kitchen Cabinets

Final Dumping Rates Set for Chinese Exporters

Commerce found final antidumping margins for the period April 1, 2023 through March 31, 2024: KM Cabinetry 43.92 percent, The Ancientree Cabinet Co., Ltd. 7.67 percent, and non-examined separate-rate companies 10.02 percent. The China-wide entity rate remains 251.64 percent. These percentages will be used to calculate duties on entries of wooden cabinets and vanities.

Cash Deposit Rules Effective on Publication

For shipments entered or withdrawn for consumption on or after April 23, 2026 (publication date), importers must post cash deposits at the rates established in these final results. The notice states: (1) exporters subject to this review will have the rates from the final results; (2) exporters without separate rates will have the China-wide cash deposit rate of 251.64 percent; and (3) non-Chinese exporters without their own rate will use the rate of their Chinese supplier.

Duties Will Be Assessed; CBP Timing Rules

Commerce will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on appropriate entries in accordance with these final results. Commerce intends to issue assessment instructions no earlier than 35 days after this notice (publication April 23, 2026) and may direct CBP not to liquidate entries if a timely summons is filed, delaying liquidation up to the time for a statutory injunction (within 90 days of publication).

Reimbursement Certification and Double Duty Risk

Importers must file a certificate about reimbursement of antidumping and/or countervailing duties prior to liquidation of relevant entries during the period April 1, 2023 through March 31, 2024. If importers fail to comply, Commerce may presume reimbursement occurred and assess double antidumping duties and/or increase duties by the amount of countervailing duties.

Review Rescinded for Fujian Leifeng; Liquidation Rule

Commerce rescinded the administrative review for Fujian Leifeng because there were no reviewable suspended entries during April 1, 2023 through March 31, 2024. Any suspended entries that entered under Fujian Leifeng's case number will be liquidated at the rate as entered.
