Updated Polyethylene Pipe Joining Standard

PHMSA incorporates ASTM F2620-24 (approved July 1, 2024) into 49 CFR part 192, replacing the prior ASTM F2620-20ae2 reference. This update takes effect January 1, 2027 and applies to procedures for heat-fusion joining of polyethylene pipe and fittings, affecting pipeline operators and anyone who works with these pipes while aiming to maintain or improve public safety and reduce regulatory confusion.

Compliance Date and Comment Window

The rule is effective January 1, 2027 unless adverse comments are received by June 23, 2026; PHMSA authorizes compliance after June 23, 2026. If adverse comments are received, PHMSA will publish a withdrawal before January 1, 2027 and issue a proposed rulemaking for further comment.

PHMSA Expects Negligible Net Costs

PHMSA states most pipeline operators already follow industry standards and expects no significant costs for affected operators; PHMSA estimates total costs to the regulated community will be less than zero and notes cost savings could not be quantified. PHMSA also expects compliance costs for any remaining operators to be negligible.
