Paperwork Burden: 250 Hours per Complaint
If you file a complaint under 49 CFR part 1111, the Surface Transportation Board estimates each complaint takes about 250 hours to prepare. For 2023–2025 the Board received an average of two complaints per year, so the total annual burden is 500 hours and the Board estimates $3,050 in non-hour costs per year. Comments on extending this information collection are due May 30, 2026.
Continued Right to File Complaints
Affected shippers, railroads, and communities may continue to file complaints under 49 CFR part 1111 about alleged unreasonable rates, unreasonable practices, service issues, and other statutory claims. The Board will keep collecting and acting on these complaints so it can implement the Interstate Commerce Act and provide a formal avenue for redress. The Board is seeking public comments on the extension by May 30, 2026.
