HR2725 — Affordable Housing Credit Improvement Act of 2025
Rewrites and expands the Low‑Income Housing Tax Credit to boost construction and affordability for very low‑income renters. It would rename the program the Affordable Housing Credit and change how states get credits, who counts as low‑income, and how projects qualify and claim credits. - Families and residents: Would change tenant rules so most full‑time students under age 24 do not count as low‑income occupants, allow tenant‑based voucher payments to be excluded from rent calculations in certain projects, and add protections for survivors of domestic violence and for veterans. - Developers and owners: Would raise state allocations and set the minimum allocation at $4,876,000 in 2025, create a bigger credit when at least 20% of units serve extremely low‑income households, treat relocation costs as eligible rehab expenses, and tighten acquisition‑basis and foreclosure timing rules. - States, tribes, and rural areas: Would require housing agencies to apply community revitalization and cost‑reasonableness criteria, add Indian areas and rural areas to difficult development area rules with specific NAHASDA exceptions, and bar prioritizing local official approval or contributions in allocation plans.

HR4664 — Stop Shackling and Detaining Pregnant Women Act
This bill would create a strong presumption against detention and a prohibition on shackling for pregnant, lactating, and postpartum people. It would pair that presumption with health-first standards, regular case reviews, and public reporting to enforce humane treatment. - Pregnant and postpartum individuals would get guaranteed access to pregnancy testing and a wide range of medical care. That includes prenatal and postpartum care, labor and delivery services, lactation support, contraception continuation, substance use disorder treatment, and abortion services when applicable. - Detention rules would favor release and require routine oversight. The bill would mandate weekly individualized reviews, a 72-hour review window, and release within 24 hours if detention is no longer justified. - Facilities and agencies would face tight limits on restraints and stronger transparency. Most restraints and specific types would be barred except in narrowly documented emergencies, and facilities would do quarterly reporting, yearly audits by the Department of Homeland Security, annual staff training, and privacy-protected public disclosures.
HR51 — Washington, D.C. Admission Act
Full statehood for Washington, Douglass Commonwealth would admit the District of Columbia as a new state on equal footing, while defining a smaller federal "Capital" and setting staged transitions for courts, property, and federal programs. - Capital residents would gain full congressional representation: two U.S. Senators and one U.S. Representative. HR20 — Richard L. Trumka Protecting the Right to Organize Act of 2025
Strengthens worker organizing rights and enforcement. The bill broadens who counts as an employee or joint employer and builds tougher remedies, penalties, and election rules to make organizing and bargaining easier to enforce and monitor. - Workers: Expands who is treated as an employee by tightening the three-part test for independent contractors and broadening the joint-employer test to include direct, indirect, and reserved control. It adds clear protections for strike participation and allows back pay without reduction and liquidated damages equal to twice awarded damages. - Employers: Requires prompt disclosure and new notice duties including a detailed voter list within two business days and multilingual employee notices. Noncompliance can trigger civil penalties including up to $50,000 per unfair labor practice, up to $10,000 per refusal to obey Board orders, and fines for posting or voter-list violations. - Elections, agencies, and unions: NLRB must adopt remote electronic voting within one year and aim to hold elections within twenty business days. The bill also boosts NLRB reporting and transparency, expands private suits, and creates new whistleblower protections and expedited enforcement.
