Simpler licensing, certification for small care homes

Beginning 60 days after passage, very small supportive housing units follow new rules. A unit for one person or up to three people does not need a separate residential care license if the facility is certified by the state health commissioner. The unit must be one leasable apartment with its own living, sleeping, eating, cooking, and bathroom areas. Operators must meet the commissioner’s certification standards. This applies no matter how many such units are in a building or whether there are shared common spaces.
