Three-year gaming licenses and fees

Facility, game operator employer, primary operator, and secondary operator licenses now last three years. Fees per three-year period are: $750 for a facility license; $2,250 for a game operator employer; $300 for a primary operator; and $90 for a secondary operator. All licensees must notify the Lottery right away if they are arrested for or convicted of any crime.

Local votes can block games of chance

Towns and cities can put one ballot question to ban games of chance. A public hearing is held 15–30 days before the vote, with at least 14 days’ posted and published notice. A majority Yes vote blocks new operations; the question can be asked again next year, and a town can later rescind a ban. County delegations can ban games in unincorporated places after a hearing. The Lottery Commission keeps a list of towns that ban games. The Commission cannot issue new operator-employer licenses in towns that ban, or while a ban question is on the next ballot. Existing licensed operators and applicants who applied before the petition/notice date may keep rights to operate, unless they stop for over 4 years or fail to start within 6 years. A town that bans may still allow a set number of local charitable gaming events and set simple registration rules.

Keno limited to towns without bans

Keno can run only in places that have not voted to ban it. Cities and towns can place a keno ban on the ballot after a hearing 15–30 days before the vote, with public notice at least 7 days before the hearing. A Yes vote bars keno, and the Lottery posts a list of towns that ban it. Retailers in banned towns cannot get keno licenses and may not show keno on an active screen. The Lottery Commission administers and enforces all keno rules statewide.

When these gaming rules start

Most of the law takes effect on July 1, 2025. Sections 2, 3, and 5 take effect on January 1, 2027.
