Owners, charterers, managing operators, agents, masters, or anyone in charge of a vessel must report a casualty as required under section 6101 or the rules made under sections 6101 and 6102. If they fail to report, the U.S. Government can fine them up to $25,000. Anyone who does not follow section 6104 or its rules can be fined up to $5,000 by the U.S. Government.
