Creates a new Postal Service Health Benefits Program inside the Federal Employees Health Benefits Program and tells the Office of Personnel Management (the Office) and the Postal Service how to run it. The Office must make contracts with insurance carriers so Postal Service employees, Postal Service annuitants, and their families can enroll in Program plans in January 2025 and later years. Plans must be offered for self only, self plus one, or self and family, and generally must match the benefits and cost sharing of the carrier’s other FEHB plans (drug coverage can differ to work with Medicare Part D). Plans must coordinate benefits with Medicare and provide Part D drug coverage for eligible retirees. The Office must issue regulations within 1 year, and the Postal Service must set up a Health Benefits Education Program and rules for navigators within 18 months to tell people about the Program and help them enroll.
