Review rescinded for two Turkish firms
Commerce is rescinding this administrative review for Kaptan Demir Celik Endustrisi ve Ticaret A.S. (Kaptan) because the petitioner withdrew its review request and for Icdas Celik Enerji Tersane ve Ulasim Sanayi A.S. (Icdas) because CBP data showed no entries during January 1, 2023 through December 31, 2023. For those two companies, Commerce will instruct CBP to assess countervailing duties at the cash deposit of estimated duties required at the time of each entry during the period of review.
Cash deposits after final results
Commerce intends to instruct CBP to collect cash deposits of estimated countervailing duties for shipments entered or withdrawn for consumption on or after the date of publication of the final results of this review. If the final results calculate a rate of zero or de minimis, no cash deposit will be required on shipments entered or withdrawn for consumption on or after that publication date.
Colakoglu prelim 1.84% subsidy rate
The Department of Commerce preliminarily found countervailable subsidies for rebar from Türkiye for the period January 1, 2023 through December 31, 2023 and preliminarily assigned Colakoglu Metalurji A.S. a net countervailable subsidy rate of 1.84 percent ad valorem. Commerce will instruct U.S. Customs and Border Protection to assess countervailing duties for Colakoglu at the final rate when the review is completed.
Non-reviewed firms keep prior deposit rates
For Turkish rebar companies not reviewed in this administrative review, CBP will continue to collect cash deposits of estimated countervailing duties at the all-others rate or the most recent company-specific rate as appropriate. Those cash deposit requirements will remain in effect until Commerce issues further notice.
