Antidumping Cash-Deposit Rates Set
If you import oleoresin paprika from India, U.S. Customs and Border Protection will require cash deposits equal to the estimated dumping margins upon publication (August 21, 2026). Commerce set company-specific rates of 5.78% for Synthite Industries Pvt. Ltd., 4.24% for Mane Kancor Ingredients Private Ltd., and an all-others rate of 5.08%.
Suspension of Liquidation Continued
Commerce will direct U.S. Customs and Border Protection to continue to suspend liquidation of entries of subject oleoresin paprika entered, or withdrawn from warehouse, for consumption on or after April 2, 2026 (the date of the Preliminary Determination). These suspension instructions remain in effect until further notice.
No Critical Circumstances Finding
Commerce determined that critical circumstances do not exist for Mane Kancor, Synthite, and all other producers/exporters of oleoresin paprika from India for the period of investigation (April 1, 2024 through March 31, 2025).
Scope: Which Paprika Is Covered
The investigation covers oleoresin paprika meeting the stated product specifications: an ASTA value of at least 500 or a color unit (CU) value of at least 20,000, with CAS numbers 68917-78-2 and 84625-29-6, and HTSUS subheadings including 3203.00.8000 and 3301.90.1010 (other listed HTSUS headings may also apply).
Export-Subsidy Offset Not Being Collected Now
Commerce states it offset the estimated dumping margins by an export-subsidy rate from a companion countervailing-duty investigation, but because provisional CVD suspension measures were discontinued, Commerce is not instructing CBP to collect cash deposits based on those adjusted (export-subsidy offset) margins at this time.
