Up to Half Tariff Reduction Available
If your company operates production facilities in Canada or Mexico and supplies U.S. motor vehicle makers, you may apply for a tariff reduction of up to half the otherwise applicable rate under Proclamations 9704 and 9705 based on Proclamation 10984 (issued October 17, 2025). Any adjusted tariff rate may be no less than 25 percent.
Narrow Eligibility: Primary Metals for Vehicles
Only increased commitments to produce primary steel or primary aluminum that support U.S. production of automobiles, medium- and heavy-duty vehicles (MHDVs), automobile parts, or MHDV parts are eligible. Eligibility is further limited to imports that qualify for preferential tariff treatment under the USMCA and that were smelted and cast or melted and poured in Canada or Mexico.
Quarterly Application and Reporting Burden
Firms that apply must submit information quarterly under the Department's approved collection (OMB Control Number 0625-0285). The notice estimates 60 respondents, an average of 60 hours per response, and 3,600 total burden hours; responding is voluntary.
