Based on affirmative final determinations by the U.S. Department of Commerce (Commerce) and the U.S. International Trade Commission (ITC), Commerce is issuing countervailing duty (CVD) orders on silicon metal from Australia and Norway.

Cash Deposits: 32.57% and 17.27% Rates

If you import silicon metal from Australia or Norway, U.S. Customs and Border Protection must require cash deposits on entries as of publication of the orders. The estimated countervailable subsidy rates are 32.57 percent ad valorem for silicon metal from Australia (Simcoa and all others) and 17.27 percent ad valorem for silicon metal from Norway (Elkem and all others).

Which Entries Are Subject or Excluded

Countervailing duties will be assessed on unliquidated entries of silicon metal from Australia and Norway that were entered or withdrawn for consumption on or after September 26, 2025. However, entries made on or after January 24, 2026 and prior to the publication of the ITC's final determinations in the Federal Register were liquidated without regard to countervailing duties and are not subject to assessment.

Semiconductor-Grade Silicon Is Excluded

Semiconductor-grade silicon containing at least 99.99 percent silicon by weight (classifiable under HTSUS 2804.61.0000) is excluded from these countervailing duty orders. All other forms of silicon metal (at least 85.00 percent but less than 99.99 percent silicon and less than 4.00 percent iron) remain covered.
