Summary

The U.S. government changed the rules on import taxes for certain paper shopping bags from Colombia after a court said the original decision wasn’t quite right. This affects Ditar, S.A., the main company involved, and all other Colombian bag makers tied to it. Starting April 23, 2026, new tax rates apply, which could impact prices and trade for these bags.

Dumping Margin Raised to 11.16%

Commerce amended its final determination for certain paper shopping bags from Colombia, changing the estimated weighted-average dumping margin for Ditar, S.A. and all other producers/exporters from 11.06 percent to 11.16 percent. This amendment is effective April 23, 2026.

Revised Cash Deposit Instructions Issued

Because there are no superseding cash deposit rates, Commerce will issue revised cash deposit instructions to U.S. Customs and Border Protection changing the cash deposit rate for imports of the subject paper shopping bags to reflect the amended 11.16 percent rate. The change is applicable April 23, 2026.
