FERC Requires Gas Pipelines to Share Data During Winter Emergencies
Published Date: 5/28/2026
Rule
Summary
Starting July 27, 2026, interstate natural gas pipelines must follow new rules that make sharing important gas-electric coordination info easier during cold snaps or emergencies. These changes affect pipeline companies and help keep energy flowing smoothly when it matters most. Pipelines need to file compliance paperwork by September 1, 2026, and fully follow the new standards by January 1, 2027.
Analyzed Economic Effects
5 provisions identified: 3 benefits, 2 costs, 0 mixed.
Pipelines Must Post Power Plant Schedules
Interstate natural gas pipelines must post scheduled quantity information for power plants that are directly connected to the pipeline in a new "Gas Electric Coordination" posting category. This posting includes fields like Cycle, Effective Gas Day/Time, generator location, measurement basis, posting date/time, RTO/ISO, and Total Scheduled Quantity.
RTOs/ISOs and Market Participants Gain Data Access
The revised Quadrant Electronic Delivery Mechanism Standard No. 4.3.23 creates a public "Gas Electric Coordination" posting category so RTOs/ISOs and other parties can access scheduled quantity and related publicly available data. Commenters said this will improve timely and actionable information for coordination during severe weather.
Critical Notices Must Include Geographic Info
When issuing a critical notice, a transportation service provider must include geographic information about impacted areas, locations, and pipeline facilities under new WGQ Standard No. 5.3.74. Critical notices are for conditions that affect scheduling or adversely affect scheduled gas flow.
Deadlines: Filings by Sept 1, 2026; Compliance by Jan 1, 2027
Interstate natural gas pipelines must file compliance filings with the Commission by September 1, 2026, and implement the tariff changes so the standards are effective by January 1, 2027. The rule itself is effective July 27, 2026.
Costs to Obtain NAESB Standards Specified
NAESB standards can be obtained by membership for $8,000 per year (members get standards at no extra charge), by purchasing individual manuals at $250 each (three manuals here would total $750), or the complete set for $2,000. NAESB also offers limited no-cost read-only waivers in some cases.
