Antidumping Deposit Rates Imposed

If you import lattice boom crawler cranes from Japan, U.S. Customs will require cash deposits based on Commerce's final margins: 12.36% for Kobelco, 20.00% for Sumitomo, and 16.18% for all other Japanese exporters. These deposit requirements apply as instructed to Customs and will remain in effect until Commerce says otherwise.

Suspension Effective Dates and ITC Review

Commerce ordered suspension of liquidation for entries of the subject cranes entered or withdrawn for consumption on or after January 16, 2026 for Kobelco and all other producers, and on or after June 4, 2026 (the publication date) for Sumitomo. The U.S. International Trade Commission (ITC) will decide within 45 days whether U.S. industry is injured; if the ITC finds no injury, all cash deposits will be refunded and suspension lifted, but if the ITC finds injury, antidumping duties will be assessed going forward.

Parts, Assemblies, and Processing Covered

Commerce's scope expressly covers lattice boom crawler cranes and a wide range of assemblies and parts (e.g., lattice boom assemblies, lower and upper carriage assemblies, crawler assemblies, hoisting and jib assemblies), whether imported assembled or unassembled. Processing or finishing in the country of manufacture or a third country (welding, painting, assembly, etc.) does not remove these items from the scope.
