Summary

FEMA is updating flood risk maps for several communities, which could change flood zones and insurance rules. Analyzed Economic Effects

3 provisions identified: 1 benefits, 0 costs, 2 mixed.

Flood map changes may alter insurance

FEMA proposes changes to Flood Insurance Rate Maps (FIRMs) that may add or modify Base Flood Elevations (BFE), Special Flood Hazard Area (SFHA) boundaries or zone designations, base flood depths, or regulatory floodways. If you live or own property in the listed communities, these map changes might change your flood insurance costs and local building rules.

Communities must meet NFIP floodplain rules

The Preliminary FIRM and Flood Insurance Study (FIS) reports are the basis of the floodplain management measures a community must adopt or show it already has in effect to qualify or remain qualified for participation in the National Flood Insurance Program (NFIP). These requirements may affect whether flood insurance remains available through the NFIP and could influence local building rules.

Preliminary maps available — comment by Sept 9, 2026

You can inspect the Preliminary FIRM and FIS reports online at https://hazards.fema.gov/femaportal/prelimdownload and compare them to current maps at https://msc.fema.gov. FEMA requests comments on these proposed flood hazard determinations by September 9, 2026, submitted to Docket No. FEMA-B-2609 (contact: David N. Bascom, FEMA).
