72.94% Countervailing Duty on Algerian Rebar

If you import steel concrete reinforcing bar (rebar) from Algeria, U.S. Customs will require cash deposits and assess countervailing duties equal to 72.94% ad valorem beginning July 6, 2026. The 72.94% rate is listed for Tosyali Iron Steel Industry Algeria SPA and for "All Others."

Entries Between May 13 and July 5 Liquidated Without CVDs

Rebar from Algeria entered or withdrawn for consumption on or after May 13, 2026 through July 5, 2026 was liquidated without regard to countervailing duties. Importers with shipments in that date window were not assessed the CVDs for those entries.

Order Intended to Offset Algerian Subsidies

Commerce found that countervailable subsidies were provided to Algerian rebar producers and issued this countervailing duty order. By imposing duties, the U.S. aims to offset those subsidies and help U.S. rebar producers compete.

Which Rebar Imports Are Covered

The CVD order covers Algerian rebar in straight length or coil form, including rebar that was further processed, and lists primary HTSUS subheadings 7213.10.0000, 7214.20.0000, and 7228.30.8010. Plain rounds (nondeformed or smooth rebar) are specifically excluded.
