Dongsheng Assigned 25% Dumping Rate

If you import steel racks from Nanjing Dongsheng Shelf Manufacturing, Commerce amended Dongsheng’s final antidumping duty margin to 25.00 percent, effective July 3, 2026. That 25.00% rate is the weighted-average dumping margin Commerce assigned for the September 1, 2021 through August 31, 2022 review period.

Suspended Entries May Face Duty Assessment

Entries of Dongsheng’s steel racks that were entered or withdrawn for consumption during September 1, 2021 through August 31, 2022 remain enjoined from liquidation while appeals continue. If the court judgment becomes final and conclusive, Commerce intends to instruct U.S. Customs and Border Protection to assess antidumping duties on those unliquidated entries when the importer-specific ad valorem assessment rate is not zero or de minimis; entries with a zero or de minimis importer-specific rate would be liquidated without regard to antidumping duties.
