Commerce Reviews Indian Steel Rod Duties Again

Preliminary Subsidy Finding for Indian Rods

The Department of Commerce preliminarily found that some Indian producers and exporters of carbon and alloy steel threaded rod received countervailable subsidies for the period January 1, 2024 through December 31, 2024. This preliminary finding could lead to countervailing duty assessments on U.S. imports of that product following the notice that is applicable July 13, 2026.

Nishant Steel Assigned 2.54% Rate

Commerce preliminarily assigned Nishant Steel Industries a net countervailable subsidy rate of 2.54 percent ad valorem for the period January 1, 2024 through December 31, 2024. If that rate is finalized, Customs will assess duties and collect cash deposits for Nishant's shipments based on the company-specific rate (Commerce intends to issue assessment instructions no earlier than 35 days after publication of final results).

Cash Deposit and All-Others Rate Rules

Commerce intends to instruct Customs to collect cash deposits of estimated countervailing duties for shipments entered on or after the date of publication of the final results using company-specific rates determined in the final results. If a company-specific rate is less than 0.50 percent it will be treated as zero (de minimis). If producer and exporter rates differ, the higher rate applies; if only one party has a company-specific rate, that rate applies. The continuing all-others subsidy rate is 6.07 percent.

Review Rescinded For Five Indian Firms

Commerce is rescinding the administrative review for five companies (Bee Dee Cycle Industries; Good Good Manufacturers; Kanika Fasteners Pvt Ltd and Kanika Exports; Maharaja International; and R K Fasteners) because those companies withdrew their requests. For entries from these companies, Commerce will instruct U.S. Customs and Border Protection to assess duties at the cash deposit rate that applied at the time of entry; rescission instructions will be issued no earlier than 35 days after publication.
