India PET Film Makers Face New U.S. Duties

Countervailing Duties on Indian PET Film

The Department of Commerce found countervailable subsidies for PET film from India for the period January 1, 2023 through December 31, 2023 and set company-specific duty rates. Cosmo First Limited was assigned a 10.07 percent ad valorem rate and JPFL Films Private Ltd. was assigned a 135.38 percent ad valorem rate; these duties are applicable beginning July 13, 2026.

Cash Deposits and Duty Assessment Timing

Commerce will instruct U.S. Customs and Border Protection to collect cash deposits of estimated countervailing duties in the company-specific amounts shown above on shipments of subject merchandise entered, or withdrawn from warehouse, for consumption on or after the publication date. Commerce intends to issue assessment instructions no earlier than 35 days after publication, and if a timely summons is filed, CBP will be directed not to liquidate relevant entries until the time for a statutory injunction has expired (within 90 days); the cash deposit requirements will remain in effect until further notice.
