High Countervailing Duty Rates Found

Commerce preliminarily found countervailable subsidies for wooden cabinets from China for the period January 1, 2024 through December 31, 2024 and assigned preliminary ad valorem subsidy rates to specific producers/exporters: Yixing Pengjia Technology Co., Ltd. 5.48%; KM Cabinetry Co., Ltd. 113.08%; Dalian Hualing Wood Co., Ltd. 113.08%; KM Cabinetry Co., Ltd. and Zhongshan Nu Furniture Co., Ltd. (chain rate) 113.08%; and Jiangsu Xiangsheng Bedtime Furniture Co., Ltd. 5.48%.

Cash Deposit Rules After Final Results

Commerce intends to direct CBP to collect cash deposits for shipments entered on or after the date of publication of the final results of this review equal to the company-specific estimated countervailable subsidy rates determined in the final results (with rates below 0.50 percent treated as zero). If both producer and exporter have rates, the higher rate applies; if only one has a rate, that company's rate applies; and the cash deposit rate for all other producers and exporters will remain 18.17 percent (the all-others rate from the original investigation).

Non-Selected Companies Assigned Pengjia Rate

For companies under review that were not individually examined, Commerce preliminarily assigned the subsidy rate calculated for Pengjia (5.48 percent ad valorem) to those non-selected companies under review.

Review Rescinded For 29 Companies

Commerce is rescinding this administrative review in part for 29 companies listed in Appendix II (request for review withdrawn for 28 companies, and Senke Manufacturing had no suspended entries). For those rescinded companies, Commerce will instruct U.S. Customs and Border Protection (CBP) to assess countervailing duties on appropriate entries at a rate equal to the cash deposit required at the time of entry, and Commerce intends to issue rescission instructions to CBP no earlier than 35 days after publication of this notice.
