Summary

The U.S. Department of Commerce found that some Indian aluminum sheet makers got unfair government help during 2024, so they’re reviewing extra taxes on those imports. Cash Deposit & Assessment Rules (0.50% De Minimis, 30.15% All-Others)

Commerce intends to instruct CBP to collect cash deposits for shipments entered or withdrawn for consumption on or after the date of publication of the final results of this review using company-specific rates determined in the final results. If a company-specific rate is less than 0.50 percent it will be treated as de minimis and the cash deposit rate will be zero; the all-others subsidy rate remains 30.15 percent. If both producer and exporter have rates, the higher applies; if only one has a rate, that company's rate applies.

Preliminary Finding: Subsidies on Indian Sheet

Commerce preliminarily found that countervailable subsidies were provided to producers and exporters of common alloy aluminum sheet from India for the period January 1, 2024 through December 31, 2024. This preliminary finding can lead to countervailing duties on those imports if finalized after the review process.

Manaksia Preliminary Subsidy Rate 7.62%

Commerce preliminarily assigned Manaksia Aluminium Company Limited a net countervailable subsidy rate of 7.62 percent ad valorem for the period January 1, 2024 through December 31, 2024. If finalized, this 7.62% rate can be used to assess duties on Manaksia-origin shipments covered by the review.

Review Rescinded for Three Companies

Commerce rescinded this administrative review, in part, for Hindalco Industries Limited, Jindal Aluminum Limited, and Virgo Aluminum Limited after timely withdrawal requests (petitioners withdrew requests on June 26, 2025). For those companies, Commerce will instruct U.S. Customs and Border Protection (CBP) to assess countervailing duties at the cash deposit rate required at time of entry; rescission instructions will be issued no earlier than 35 days after publication of this notice (publication date July 14, 2026).

Timing of Assessment & Liquidation Holds

Commerce intends to issue assessment instructions to CBP for Manaksia no earlier than 35 days after publication of the final results of this review; if a timely summons is filed at the U.S. Court of International Trade, Commerce will direct CBP not to liquidate relevant entries until the period for seeking a statutory injunction expires (within 90 days of publication).
