Summary

The Federal Emergency Management Agency (FEMA) will submit the information collection abstracted below to the Office of Management and Budget for review and clearance in accordance with the requirements of the Paperwork Reduction Act of 1995. FEMA invites the general public to take this opportunity to comment on an extension, without change, of a currently approved information collection. In accordance with the requirements of the Paperwork Reduction Act of 1995, this notice seeks comments concerning this annual requirement for the U.S. Department of Homeland Security (DHS), FEMA to identify current capability levels for all States, territories, urban areas, and Tribes receiving non-disaster preparedness grant funds administered by DHS.

Annual THIRA/SPR Reporting Burden

If you are a State, territory, urban area, or Tribe that receives DHS non-disaster preparedness grant funds, you must complete the THIRA/SPR report each year. FEMA estimates 256 respondents will spend a total of 88,779 hours annually and incur $5,863,853 in respondent costs and $18,564,156 in operation and maintenance costs; the Federal Government cost is estimated at $2,435,517.

THIRA/SPR Costs Allowed on Grants

FEMA states that completing the THIRA and SPR is an allowable expense under DHS preparedness grant awards, so jurisdictions may charge these reporting costs to their grant funds. This lets States, territories, urban areas, and Tribes use grant dollars to pay for the work of preparing the THIRA/SPR.

FEMA to Consider Reporting Improvements

FEMA received 14 comments saying the THIRA/SPR process is burdensome, inconsistently applied, hard to compare, and has reporting-tool usability problems. FEMA says it will consider those comments in its ongoing evaluation and may improve guidance, increase consistency, enhance reporting tools, and strengthen data usefulness.
