118-hr-82, Social Security Fairness Act of 2023
Repeals the Government Pension Offset and the Windfall Elimination Provision to restore Social Security benefits for many public‑sector retirees. It removes statutory cross‑references to those rules and directs the Social Security Administration to update benefit calculations and payments. - Public‑sector retirees with pensions from jobs not covered by Social Security will stop having their spousal or survivor benefits reduced. Many people who lost part of their Social Security because of these offsets can see higher monthly checks. - Workers whose own Social Security benefits were cut by the Windfall Elimination Provision will no longer face that penalty when their benefit is computed. That raises the primary insurance amount used to set their monthly benefit. - The Social Security Administration must adjust primary insurance amounts and monthly insurance benefits for months after December 2023, so changes take effect starting January 2024.

Emergency foreign and security assistance for Israel, Ukraine, and Indo‑Pacific partners is paired with sweeping new sanctions, anti‑money‑laundering powers, and authority to repurpose Russian sovereign assets for Ukraine reconstruction. The law also adds broad reporting, oversight, and enforcement rules for aid, sanctions, and exports. - Families and displaced people: boosts humanitarian and refugee support with about $5.7 billion for International Disaster Assistance and $3.5 billion for Migration and Refugee Assistance to fund housing, medical, legal, and case‑management services. - U.S. forces and allies: provides large emergency defense and procurement funds including $2.4 billion for Israel‑related Defense accounts and $2.0 billion in Foreign Military Financing for Indo‑Pacific partners to support operations, stockpiles, and shipbuilding. - Financial system, sanctions, and privacy: creates new sanctions and AML tools targeting fentanyl, captagon, Iranian and terrorist finance, authorizes seizure and transfer of about $300 billion in immobilized Russian sovereign assets into a Ukraine Support Fund for reconstruction, and bans data brokers from selling sensitive U.S. personal data to foreign adversaries. Provides billions in emergency appropriations across defense, humanitarian, and foreign assistance accounts and specifies these amounts are treated as emergency funding excluded from certain PAYGO scorecards and budget entries.
