118-hr-5863, Federal Disaster Tax Relief Act of 2023
Tax relief for wildfire and East Palestine disaster victims. This law excludes certain wildfire relief payments from taxable income, designates payments tied to the East Palestine train derailment as qualified disaster relief, and updates casualty-loss cross-references so the 2023 act controls those cross-referenced rules. - Families and wildfire victims: Wildfire relief payments for losses, expenses, or damages from federally declared wildfires after December 31, 2014 are excluded from gross income for payments received in tax years beginning after December 31, 2019 and before January 1, 2026. The law prevents deductions or increases in property basis for amounts that are excluded. - East Palestine residents and property owners: Payments tied to the February 3, 2023 East Palestine train derailment qualify as disaster relief when provided by federal, state, or local governments, Norfolk Southern, its subsidiaries, insurers, or related parties. The designation covers amounts received on or after February 3, 2023. - Tax treatment and claims: The act changes cross-references so casualty-loss rules under the 2020 Taxpayer Certainty and Disaster Tax Relief Act apply using the Federal Disaster Tax Relief Act of 2023 as the controlling reference. It also extends the refund or credit claim period tied to the wildfire exclusion so the limitation under section 6511(a) does not expire earlier than one year after enactment and removes the limitation in section 6511(b)(2).

118-hr-5110, Protecting Hunting Heritage and Education Act
Creates a narrow exception allowing federal education funds to support student instruction in activities such as archery, hunting, other shooting sports, and culinary arts. It amends ESEA section 8526(7) to say the general prohibition on using federal education funds for weapons does not apply to funds under this Act when those funds pay for program activities that are otherwise permissible and that provide educational instruction or enrichment.
118-hr-5103, FISHES Act
Speeds delivery of federal fishery disaster funds. This law requires a clear spend plan and sets firm timelines for agency review and disbursement so eligible grantees get money faster. - Fishing communities and fishers: Grants tied to fishery disaster declarations are delivered faster because funds must be released no later than 90 days after the Secretary receives a complete spend plan. - Requesters and grantees: Anyone requesting disaster funds must submit a spend plan within 120 days that lists objectives and outcomes, a statement of work, and budget details. The Secretary must review the plan within 10 days and explain any missing information if the plan is incomplete. - Federal agencies: The Secretary must decide plan completeness quickly and make funds available on a set timetable. The Director of the Office of Management and Budget can review plans at the same time if asked but cannot delay the 90-day disbursement deadline.
