118-hr-5863, Federal Disaster Tax Relief Act of 2023
Tax relief for wildfire and East Palestine disaster victims. This law excludes certain wildfire relief payments from taxable income, designates payments tied to the East Palestine train derailment as qualified disaster relief, and updates casualty-loss cross-references so the 2023 act controls those cross-referenced rules. - Families and wildfire victims: Wildfire relief payments for losses, expenses, or damages from federally declared wildfires after December 31, 2014 are excluded from gross income for payments received in tax years beginning after December 31, 2019 and before January 1, 2026. The law prevents deductions or increases in property basis for amounts that are excluded. - East Palestine residents and property owners: Payments tied to the February 3, 2023 East Palestine train derailment qualify as disaster relief when provided by federal, state, or local governments, Norfolk Southern, its subsidiaries, insurers, or related parties. The designation covers amounts received on or after February 3, 2023. - Tax treatment and claims: The act changes cross-references so casualty-loss rules under the 2020 Taxpayer Certainty and Disaster Tax Relief Act apply using the Federal Disaster Tax Relief Act of 2023 as the controlling reference. It also extends the refund or credit claim period tied to the wildfire exclusion so the limitation under section 6511(a) does not expire earlier than one year after enactment and removes the limitation in section 6511(b)(2).

118-hr-5110, Protecting Hunting Heritage and Education Act
Creates a narrow exception allowing federal education funds to support student instruction in activities such as archery, hunting, other shooting sports, and culinary arts. It amends ESEA section 8526(7) to say the general prohibition on using federal education funds for weapons does not apply to funds under this Act when those funds pay for program activities that are otherwise permissible and that provide educational instruction or enrichment.

118-hr-1105, Debbie Smith Act of 2023
Reauthorizes the Debbie Smith DNA Backlog Grant Program for fiscal years 2024 through 2029. It also extends the program's audit coverage through 2029 to keep federal grant authority and oversight in place. - Forensic labs and grant recipients: preserves the program's legal authority so federal grants can continue supporting DNA backlog work through FY2029. - Law enforcement and criminal cases: maintains the existing federal grant program that funds efforts to address DNA evidence backlogs tied to investigations. - Oversight and audits: moves the applicable audit year from 2022 to 2029 to extend review and accountability of grant awards. Extends program authorization and audit oversight through 2029.
